EADA McCoy decides whether or not the case should be pursued in civil, not criminal court. But when District Attorney Branch sees a recurring thread of negligence in the doctor's past, McCoy files charges and bases much of his argument on the fact that the obsessed victim's many beauty procedures required psychological counseling that her greedy surgeon never suggested.
